Mark Billingsley

Before joining the Alliance Healthcare Foundation, Mark was appointed to the Shelby County Board of Commissioners on January 13, 2014, to represent District 4, Position 2 and was elected in August 2014, to serve the people of the newly formed District 4 which is comprised of the City of Germantown, South Cordova, Southwind and Windyke areas of Shelby County. He was re-elected to the position on August 2, 2018, and his colleagues voted him Chairman Pro Tempore for the 2018-2019 term and Chairman for the 2019-2020 term.

Mark joined Christian Brothers University (CBU) in August 2017, as their Vice President for Advancement. He was responsible for all of the fund development and unearned revenue-generating strategies, including alumni activities, major gifts, bequest gifts and planned giving, annual fund and grants management. Prior to his affiliation with CBU, he was Director of Major Gifts and Transplant Philanthropy at Methodist Healthcare Foundation. Mark has been a leader in the nonprofit sector for over 20 years. He is a resident of Germantown, Tennessee, and grew up in Memphis. He is a graduate of St. Michael’s Elementary School, Christian Brothers High School, and the University of Memphis.

Before becoming a Shelby County Commissioner, Mark was elected as an Alderman for the City of Germantown from 2008-2012 and also served as a Vice-Mayor. He has also served as a Germantown Reserve Police Officer. Service and leadership have been his passions. Mark has worked on numerous boards by offering his expertise to organizations such as Memphis Area Association for Retarded Citizens, Shelby Residential Vocational Services, United Cerebral Palsy, Special Olympics, Leadership Germantown, and Camp Celebration for children with disabilities. He has accumulated many accolades, including Top 40 Under 40, Thousand Points of Light Volunteer, Germantown’s Home Town Hero Award, and awards from the Boy Scouts of America as a Scoutmaster for children with disabilities. Presently, Commissioner Billingsley serves on the Board of Directors for the Memphis and Shelby County Crime Commission.

He has received numerous community accolades, including induction into the Christian Brothers Hall of Fame, the Memphis Business Journal’s Top 40 under 40, and cited as a “Hometown Hero” by the City of Germantown. He is known to all as a humble servant leader.

Mark is married to Diana, and they have two children – Connor and Hannah Rose. They are members of Holy Rosary Catholic Church.
